Statements at the Graduation Ceremony of Students of the Police Sciences University

In the Name of God, the Most Gracious, the Most Merciful

Thanks be to God, the Lord of the worlds, and peace and blessings be upon our master, Abu al-Qasim al-Mustafa Muhammad, and upon his pure and chosen progeny, especially the Awaited One among the people of the earth.

You have conducted a very magnificent, beautiful, and meaningful ceremony today; the exercises were very good, the arrangement of the field was very beautiful, and the ceremony you executed was entirely innovative and profound. Innovation in all matters of work, education, research, and in both small and large management is attractive and eye-catching. Today, we observed signs of innovation in this field in various sections; I thank you very much.

These are sensitive and important days. Your graduation as graduates and your receiving of insignia as insignia recipients has occurred at a very significant time: Firstly, it is the month of Dhul-Hijjah, a month full of content and meaning, the month of Eid al-Adha, Eid al-Ghadir, Arafah, Mubahala, and the birth of some of the infallible Imams (peace be upon them); and it coincides with the end of Shahrivar and the week related to the Sacred Defense; and it is also the beginning of the month of Muharram and the start of the lunar year, the month of Husayn (peace be upon him), the month of martyrdom, the month of honor. In such circumstances, you dear youth have succeeded in receiving your degree and insignia; we take this as a good omen and pray for your steadfastness on this path you have taken - a path of honor and the path of happiness in this world and the Hereafter - from the Almighty God.

My dear ones! What is important is to pay attention to the significance of the responsibility you have assumed; the responsibility of maintaining security and order in the country. Security is among the first-rate blessings of the Lord. If security exists in a country, the possibility of scientific progress, practical progress, moral progress, and human progress will also exist in that country; however, if there is no security, none of these are possible or are very difficult. You have decided to provide this fundamental factor of the happiness of the country and the nation for these people; it is a very important responsibility. Your high aspirations and your spiritual and physical abilities will help you, God willing, to fulfill this responsibility. My dear ones! As important as security is, it is equally a target of the enmity of the enemies. The enemy's effort is always to eliminate security in a country with which it is hostile. Our international devilish enemies - that is, the system of domination and the leaders of the system of domination and the Great Satan; America and its followers - from the very first day of this nation's victory in the Islamic Revolution have sought to deprive this country of security. One of our fundamental problems over these 38 years has been maintaining security. Our youth have fought with all their being to preserve security, they have struggled; whether in the early months of the victory of the Revolution when malicious and separatist movements were instigated by the enemies at some of the borders of this country, or afterwards during the imposed war and the Sacred Defense that lasted for eight years, and even after that until today when the enemies have tried to deprive this country of security. Our faithful youth in the armed organizations, including the police force, have stood with complete bravery and strength and defended the security of this country.

I want to tell you, my dear children, my dear youth, that you are the only organization that is present before the eyes of the people throughout the country. The people see your service, your efforts, your sacrifices; in cities, in villages, on roads, at borders, at passenger terminals, in mountains and plains, in dangerous areas, everywhere; in all seasons of the year, the police force is in front of the eyes of the people. We do not have any organization that is so consistently present before the eyes of the people across such a vast expanse. Your capabilities are the honor of the Islamic Republic system. Your power, your bravery, your actions, your timely and appropriate movements are a source of pride and dignity for the Islamic Republic system. When you confront a corrupt current - for example, the drug trafficking, the criminal activities in cities, the thefts, the various insecurities - you sacrifice and endure hardships in this path, the people see your efforts with their own eyes. In addition to meeting the people's need for security, you also provide dignity for the Islamic system. This is a source of dignity for a country. Today, thanks be to God, in this insecure region, in this area where the hands of the enemy, the tainted hands of the enemies, have sown the seeds of terrorism, in such a problematic and eventful region, you and the responsible youth in this country have managed to maintain exemplary security for this country; this is very significant. I find it necessary to thank the police force for their efforts in various sectors, in combating corruption and various evils. These roles must be strengthened day by day. Work must be done scientifically. The report that was given to me from this university and what the esteemed officials here expressed today shows that the work being done is necessary and valuable. Both scientific work, research work, practical work, and skill training are all necessary and must always be pursued with seriousness. We need to have a police force that is at the level of the Islamic Republic, at the level of the Islamic government, at the level of a Quranic and Islamic society. [Of course] we still have some distance to cover; this distance must be traversed by you dear youth, and I know that you can do it and, with God's grace, you will accomplish this task.

What is important is to seek help from the Almighty God and to maintain a relationship with the Almighty God. What is also important is a sincere relationship with the people; accompany authority with love and sincerity towards the people. What is important is adherence to the law; no unlawful actions should be taken. And finally, what is important is the necessary courage and audacity in enforcing the law; where the law exists, do not consider anyone; enter with courage, enter with bravery, fulfill the duty that the law has placed upon you. There should be no transgression of the law, and in enforcing the law, there should never be hesitation or doubt. Where the law exists, you must enforce it. The major problem of countries and nations is that they become hesitant and contemplative in fulfilling their religious duty, their moral duty, their rational duty, and their human duty.

[Regarding] security, let me tell you, one aspect of security is internal security, and one aspect is regional security. Today, our region is an insecure region. Why is this? Firstly, because of the mischievous and evil interference of the domineering powers; the interference of America, the interference of Zionism. They use every means to infiltrate, to secure their illegitimate interests, to weaken nations, to destroy the bravery and national strengths: one day they create ISIS, and when, with the efforts of the [resistance] forces, with the efforts of the faithful youth, ISIS and similar groups are gasping for breath, they seek other wicked paths. Today, this is the role of America. When they become hopeless from one path, they seek another. Of course, with God's grace, the Iranian nation, the youth of Iran, the youth of the resistance in the region who are influenced by Islamic and Quranic slogans, will once again rub the noses of the agents of the system of domination in the dust and will defeat them. What is very important in the region is that the nations and governments of our region feel their capabilities and utilize this divine gift; then the infiltrating enemy, the malicious enemy, the greedy enemy will be forced to retreat. If we yield, the enemy will advance.

You observe the audacity of the leaders of the system of domination! In the matter of the nuclear negotiations and the so-called nuclear agreement known as the JCPOA, they show a new malice every day, they display a new manifestation of their wickedness every day and prove the truth of Imam's statement that America is the Great Satan. Truly, the most wicked of devils is the regime of the United States of America. You dear youth should know that the issue of sanctions is a completely clear and resolved issue. The Iranian nation has pursued nuclear activity for the peaceful needs of the country and continues to do so. We will need at least twenty thousand megawatts of electrical power from nuclear capabilities in a few years, and according to the calculations of our specialists and experts, twenty thousand megawatts must be obtained from nuclear facilities; therefore, the Islamic Republic has pursued scientific and practical action in this regard; a legitimate action, a correct action, a harmless and risk-free action that posed no harm or danger to any nation or country. The regime of the United States of America, which is worried about the scientific progress of this nation and all other nations and does not wish for scientific progress and does not allow nations to progress - whether scientifically, practically, or economically - has imposed unjust sanctions against this legitimate and correct movement of the Islamic Republic. The officials of the country concluded that they should negotiate and relinquish part of this right of theirs in order to lift the sanctions, and they did so. Today, despite all the agreements, all the commitments, and all the extensive discussions that have taken place, the regime of the United States of America has dealt with these negotiations and their results in a completely oppressive, completely bullying, and completely tyrannical manner. In the face of this hostile movement of the enemy, what should the Iranian nation do? What should the officials do? The officials must prove to the leaders of the corrupt regime of the United States of America that they rely on their own people and that this people forms a powerful nation; they must prove that the Iranian nation, by the grace of Islam, does not submit to oppression, does not bow to powers; this must be proven, it must be shown. The Americans must know that the Iranian nation will stand firm on its honorable and powerful positions. In matters that are important to the national interests of the country, retreat has no meaning in the vocabulary of the Islamic Republic of Iran. We will continue our movement powerfully. The enemy must feel this and know that bullying and tyranny may work elsewhere, but it will not work in the Islamic Republic of Iran. The Islamic Republic of Iran stands upright and powerful, and because it inspires other nations, it is more a target of their enmity. The corrupt, deceitful, and lying officials of the United States of America shamelessly stand and falsely accuse the Iranian nation and the Islamic Republic of Iran of lying. The Iranian nation has acted sincerely, has progressed sincerely, has chosen the path of God sincerely, and will sincerely continue this path to the end with God's grace. You are the liars; the liars are the leaders of the system of domination; the liars are those who cannot see happiness and prosperity for any nation and wish to secure their illegitimate interests at any cost, contrary to the interests of nations; they are the deceivers and the liars. The Iranian nation stands firm, let them know this; in the matter of the JCPOA, any wrongful action of the system of domination will be met with a reaction from the Islamic Republic. Here, you feel the importance of security in the region; this security that is absent in the region is, thanks be to God, present within the country, and this is due to the efforts and struggles of you faithful youth and the responsible officials and managers of the responsible forces in this regard. We hope that God will assist.

A fundamental issue is to search for and identify the sensitive points, the points of weakness. For example, consider the issue of roads and the accidents that occur on the roads. What is the share of the police force in preventing road accidents? This must be examined. Of course, various factors and different agencies share in this regard; what is the share of the police force, the share of the Ministry of Roads, the share of various industrial agencies in this incident? Let us work so that our dear people do not have this accident-prone and painful section in their lives. Or in the area of border protection, or in the area of drug trafficking, or in dealing with consumers, sellers, and distributors of drugs, or confronting criminals. The work that, thanks be to God, the police force is doing powerfully in various sectors of the country must be pursued as accurately, as quickly, as comprehensively, and as diligently as possible, and the esteemed officials of the government must also assist the police force.

O Lord! Keep these dear youth steadfast in Your path through Muhammad and the family of Muhammad. O Lord! Bestow Your special help, grace, and kindness upon these dear youth through Muhammad and the family of Muhammad. O Lord! Include them and their managers, trainers, and commanders, and other various sectors of the armed forces in Your special favors; make the heart of the holy Imam of the Age pleased with them; make the pure souls of the martyrs pleased with them.
